Given this is a backdoor, and nothing on the Mattel roadmap for 2013, what's the deal? 2014 release?

The Mattel website and posters do not mention Cars that appear as store exclusives in boxed sets... so it could be part of a Target 4 pack or 7 pack, or a TRU 5 pack... also, the Mattel year starts in November - Cars that will be released starting in November will be in the 2014 Mattel year.
